Outline of the Seminar


The First Red Cross Nuclear Disaster Seminar was held on December 2, 2013 at the Japanese Red Cross Society National Headquarters. The seminar was held for senior officials of the Japanese Red Cross Society (JRCS) and persons involved in related ministries, agencies and academic organizations. The President of JRCS, Mr. Tadateru Konoe gave the opening speech, after which Mr. Shuichi Nishijima, the Director General of the Red Cross Nuclear Disaster Resource Center, explained the role of the center. Then two experts gave keynote presentations.

The first presenter was Dr. Makoto Akashi, Executive Director of the National Institute of Radiological Sciences (NIRS). In his presentation entitled “Radiation Medicine in Japan”, Dr. Akashi provided some basic knowledge of radiation, the radiation emergency medicine system in Japan and how NIRS responded to the Fukushima Daiichi Nuclear Power Plant accident.

Dr. Yoichi Watanabe, Deputy Director General of the Fukushima Red Cross Hospital, next presented “Relief Activities Conducted by the Japanese Red Cross Society after the Fukushima Daiichi Nuclear Power Plant Accident and the Challenges for the Future”. Dr. Watanabe presented information about the relief activities by the Japanese Red Cross relief teams and Fukushima Red Cross Hospital, in addition to the constraints posed by the nuclear accident. Furthermore, he raised issues about how the Japanese Red Cross Society should respond to a similar situation in the future.

Following the keynote presentations, a video message was shown from Mr. Kazuhiko Amano, Director of Tomioka Odagaisama Center for Supporting Reconstruction of Victims' Living. The closing speech by Mr. Yoshiharu Otsuka, Vice-President of JRCS concluded the seminar.
